Voter List Revision: The Question Should Not Be About the Election Commission, But About Improving the System

Voter List Revision: The Question Should Not Be About the Election Commission, But About Improving the System

The political debate over the revision of voter lists has once again intensified across the country. Questions are continuously being raised about the Election Commission and the Chief Election Commissioner. In a democracy, questioning the Election Commission and criticising its functioning is completely legitimate. But is it appropriate to turn a normal and necessary exercise like voter list revision into a political controversy?

To understand the issue properly, we need to look at some practical questions.

Have people not died in the last 20 to 25 years? Have new voters not become eligible? Have people not moved from one city or state to another? Do women not change their place of residence after marriage? Do children not move to other cities for education and jobs? Are government officers and employees not transferred regularly?

The answer to all these questions is obvious. Crores of people have moved from one place to another over the last few decades. In such a situation, if a person’s name continues to remain at an old address, or if the same person’s name gets registered at more than one place, then the only solution is to properly clean and update the voter list.

A Practical Example: Transfers of Government Officers

A very practical example of this problem came up during a discussion with some retired administrative officers.

Transfers every two, three or four years have always been a normal part of government service. An officer may have worked in Jodhpur, then moved to Udaipur, and later been posted in another city such as Ajmer, Bikaner or Jaipur. Similarly, officers in central government services may also have their cadre or place of posting changed.

Government officers and employees often live in departmental colonies in different cities. There may be Civil Lines areas or colonies belonging to various government departments. When voter list revision took place, the names of officers and employees living in these colonies would get added to the local voter list.

The problem is that after the officer was transferred, getting the name removed from the voter list at the old location did not always happen easily.

One retired officer shared a similar experience from his own career. Because he had been posted at several locations during his long government service, his name remained on voter lists at different places. After the SIR process started, he discovered that his name was still present in voter lists across seven other states and districts. As part of the process, he had to retain his name at only one location.

This example is enough to show that updating voter lists from time to time is not simply something the Election Commission wants to do. It is also a practical necessity because society and administrative circumstances keep changing.

Marriage and Changing Residence of Women

Another major reason why old names may continue to remain on voter lists is the change in residence after marriage.

Before marriage, a woman may live in her parents’ city. After marriage, her permanent or normal place of residence may shift to another city or even another state. In such a situation, it is necessary to remove her name from the voter list at the old location and register it at the new location.

Similarly, thousands and lakhs of families move to other cities because of education or employment. Some people live in another city for a few years and then return. Others eventually settle there permanently.

The Problem of One Name Being Registered at Multiple Places

One of the biggest challenges with old voter records is that a person’s previous registration does not always disappear automatically. If someone moves from one city to another and registers at the new location but does not get their name removed from the old voter list, records can continue to exist at both places.

A personal example makes this problem even clearer. One individual tried to remove his names from voter lists at different locations and discovered that old records were still present in several places.

Instead of looking at such situations only from a political perspective, it would be much more useful to see them as an administrative and technological problem.

Voter List Revision Is a Process of Cleaning and Correction

If old, deceased, relocated or duplicate names exist in a voter list, they should be verified and corrected.

Rather than considering this process to be against democracy, it can be seen as an effort to make the voter list more accurate.

At a broader level, the revision process should be seen as an opportunity to identify weaknesses in old voter records and clean them up.

At the same time, there is an important question about the functioning of the Election Commission. If a citizen takes years to get their name removed, change their address or receive a new voter ID card, it is natural for public confidence in the system to suffer.

The author himself applied on the Election Commission’s website two years ago for a new voter ID card, but is still waiting to receive it.

This is exactly where the Election Commission needs to make more effective use of technology.

The Election Commission Also Needs to Move With the Digital Age

Today, services such as banking, railways, passports and income tax have become largely digital. The voter registration system should also become modern, simple and fast.

Just as citizens can access services through Aadhaar centres, the entire process of adding, removing and transferring names in the voter list should be made available online.

Citizens should be able to check their name, address and voter status online and apply for necessary corrections. While maintaining legal and privacy safeguards, better technological coordination between different government records could also help reduce the problem of one person’s name being registered at multiple locations.

For this, the electoral and administrative systems will have to be continuously upgraded technologically.

Finding Solutions Is More Important Than Political Accusations

The Election Commission should certainly be criticised on the basis of facts, and there should be demands for transparency, accountability and better technology. But if there are genuine problems in the voter list, stopping the revision process simply because of political controversy is not a solution.

A better system would ensure that voter lists are revised regularly and transparently, citizens are given sufficient time, claims and objections can be filed easily online, and genuine voters have an effective right to appeal if their names are removed by mistake.

Why Not Conduct a Comprehensive Revision Every Five Years?

One practical suggestion could be to conduct a comprehensive revision of voter lists every five years. In between these major revisions, citizens should have an easy online facility to update changes related to relocation, death, marriage, becoming a new voter or any other necessary correction.

Maintaining accurate voter lists is not the responsibility of the Election Commission alone. It is a shared responsibility of citizens and the administration.

The Election Commission needs to make the process simple, transparent and technologically efficient. At the same time, citizens also need to play an active role in keeping their voter records accurate.

For a strong democracy, it is essential that the voter list is accurate, genuine voters are properly registered, and old or incorrect records are corrected in time.

Therefore, instead of turning voter list revision into a political controversy, it should be seen as an opportunity to make the voter list more transparent, reliable and convenient for citizens.

The question should not be why voter list revision is taking place. The question should be how we can make the process more transparent, accurate and reliable.
